Vapes in Vietnam — Banned. Full Breakdown A lot of people still ask: “But they still sell them in the shop around the corner…” Let’s sort this out once and for all so you don’t get into trouble. Timeline of the Ban The ban was introduced in two stages: • January 14, 2025 — Resolution 173/2024/QH15 came into force. From this date, production, trade, import, storage, transportation, and use of electronic cigarettes are completely prohibited. • March 1, 2026 — Tough amendments to the Investment Law were added. Now any business related to vapes and heating devices (IQOS, glo, Ploom, etc.) is officially equated to drug trafficking. In simple terms: for tourists and expats, the ban on possession and use has been in effect for over a year already. What Exactly Is Banned Everything: • Disposable vapes (ElfBar, GeekBar, etc.) • Pod systems, box mods, refillable devices • IQOS and all heating systems • E-liquids (with or without nicotine) • Coils, batteries, and accessories The ban applies to everyone — tourists, expats, and residents. Fines (Real Numbers) • For use or even possession — 3 to 5 million VND (~$115–190). The device will be confiscated and destroyed. • If caught vaping in a bar or café — the establishment gets fined 5–10 million VND. • Importing in luggage — also a bad idea. Suitcases are scanned on arrival. They will take the device and fine you right at the airport. ✅ What Is Still Allowed • Regular cigarettes — completely legal and sold everywhere. • Nicotine pouches (ZYN, VELO) and snus — in a gray zone. They are not electronic or heating devices, so they are not formally banned. • Nicotine patches and gum — available in Pharmacity and Long Chau pharmacies. Why Vietnam Is So Serious About This According to WHO data, after the first restrictions, emergency hospital visits related to vapes dropped by 70%. Vietnam is not playing around. Bottom line: If you’re a vaper — better leave your device at home or sell it before the trip. It’s not worth the fine and stress for a couple of puffs. Warn your friends who are planning to fly in. Better to say it once than to send money for a fine later.
